Following the hearing held last June 30 at the IX Transport Commission of the Chamber of Deputies, Ancip, the National Association of Port Companies and Enterprises, sent its proposed amendments to the Port Governance Reform Bill to the Commission. The document translates into specific technical-legal formulations, regulatory and amendment proposals, the observations presented during the hearing by the director general, Gaudenzio Parenti, with the aim of contributing technically, institutionally, and constructively to the improvement of the text.

Ancip shares the need to strengthen national planning, accelerate infrastructure investments, and ensure authoritative management of the port system. However, this process must preserve the specialty of law 84/1994, the operational and regulatory role of the Port System Authorities, the stability of all types of companies operating in Italian ports under various authorization or concession titles, and the protection of port labor as a strategic asset.

The first part of the proposals concerns some urgent and no longer postponable measures: the effective activation of the exit accompaniment fund, the economic and administrative stability of entities authorized to provide temporary port labor, the enforceability of the fund provided for by article 17, paragraph 15-bis, the recognition of certain port tasks among those considered arduous, the strengthening of the port workforce plan, and the harmonization of the regulation of services of general economic interest.

The second part of the document directly intervenes on the bill’s provisions, proposing corrections aimed at clarifying the division of competences, protecting the financial sustainability and operational capacity of the AdSPs, ensuring the continuity of public and private investments, precisely delimiting the functions and activities of Porti d’Italia S.p.A, preventing potential conflicts of interest, and ensuring the reform’s compatibility with the principles of the European Union legal system.
