NAPLES. AvantiPorto, the traveling initiative promoted by Filt Cgil to discuss port-related issues in various Italian contexts and which is turning into a sort of counterpoint to the sector reform bill, made a stop in Naples. And in the Neapolitan stop, the melodies completely contrasting with those proposed in the bill under parliamentary review were sung by Professor Vittorio Marzano, a professor of building, civil, and environmental engineering at the University Federico II.

Numbers in hand, as is customary for every engineer, Professor Marzano wanted to demonstrate how the reform, and in particular, the establishment of Porti d’Italia spa, is absolutely useless, since many of the indications are already present in the current legislative provisions.

«Europe – he began – has roughly four models of port governance: the French, the Spanish, the Hanseatic, and the Italian. Porti d’Italia represents a fifth model. It is an unexplored territory. Specifically, what worries is what is provided for in article 5, paragraph 1, according to which within 90 days, in the absence of participatory processes, the plan for strategic infrastructures is drawn up. This means that in three months the projects concerning port infrastructures for the next 20 years will be implemented. It seems to me part of the bad target law applied to ports and represents a huge risk.»

«We talk about – added Professor Marzano – coordinating large investments, planning urban development, and adopting a marketing and international promotion strategy for port systems, but all this is already provided for by the law in force, law 169 of 2016, which establishes the Coordination Conference of Italian ports. So today we are discussing a provision that copies things done ten years ago. I asked friends at the Ministry how many times this Coordination Conference has met. Well, in the last ten years it has met 25 times, 16 of which in the two-year period 2021/2022. Five times from 2023 to today. It is a clear sign that there is a lack of willingness to have national coordination.»

«I also asked – pressed the Federico II professor – how much the Italian port authorities have spent on infrastructure, because it is said that they are not able to promote and manage investments. Well, from 2017 to 2023 they went from 400 million euros annually to almost 3 billion euros. Six times as much. RFI, which is rightly considered the largest Italian contractor, had a lower growth: it went from 4 to 12 billion, increasing threefold. The Adsp, despite all current difficulties, with Pnrr bureaucracy that has extended public bureaucratic complications to the private sector, have been able to multiply their productivity by a factor of 6.
