The immediate withdrawal of the amendment to the port reform bill presented by the Lega parliamentarians, Simone Billi and Riccardo Augusto Marchetti, combined with the opening of a specific dialogue with the Government, Parliament, and Port System Authority on the future of companies and cooperatives under article 17, on their economic sustainability and their strategic role for the national logistics system.
The national unions Filt Cgil, Fit Cisl and Uiltrasporti did not at all appreciate the initiative of the two parliamentarians and in a joint statement express strong opposition to an amendment that would allow terminal companies and companies authorized under articles 16 and 18 of law 84/94 to resort directly to temporary work through employment agencies, effectively bypassing what is currently provided by article 17.
«If this is the direction intended for the port reform – add the three transport sector trade unions – we are facing a wrong and potentially very dangerous choice. The Italian port system is not made more competitive by replacing a qualified, regulated, and developed work model over time to ensure operational continuity and safety with labor sourced from the general temporary labor market. Article 17 does not represent an obstacle to the development of ports, but constitutes one of the tools that have allowed Italian ports to face traffic fluctuations and the operational needs of companies over the years. Thanks to this article, ports guarantee the availability of qualified personnel during periods of higher production intensity, ensuring the continuity of operations twenty-four hours a day, seven days a week, throughout the year.»
